Abstract

This article discusses the economics of the sugar industry in Morocco through the  policy matrix analysis, Nominal Protection Coefficient (NPC) and Effective (CPE) and Internal Resource Cost (CRI). The evolution of the first two coefficients shows that the various segments of the sector do not have the same level of protection. If the production of sugar beet segment no longer enjoy any protection, raw sugar remains protected. This means that the bulk of Morocco sugar protection is at the segment level of processing. However, the level of the latter fell overall during the post structural adjustment. On the competitive level, while the cultivation of sugar beet has become competitive, the effective competitiveness of the industrial segment, and given the significant distortions in the world market, is difficult to assess.
